EMEX is a multinational conglomerate comprising information, trading and fulfilment businesses and is represented by its platform EMEX.DWC in the UAE.
Information Business: A marketplace connecting buyers and suppliers, aggregating information on 38 million product offerings. Trading Business: EMEX procures goods into its inventory and sells them to buyers, enabling the establishment of standards for product and service quality across marketplace partners. Fulfilment Business: It forms logistical chains, enabling delivery to over 30+ countries worldwide.

Our goal is expansion into new markets: we are working on creating a global delivery and information network. We are present in the Middle Eastern, CIS markets, in Japan and are exploring further expansion, including emerging markets like those in African countries, as well as developed markets in European countries.
Key objectives and metrics of the position:
- Timely provision of employee visas; our goal is to process visas within 21 business days.
- Timely and accurate preparation of documents without errors.
- Automation and support of HR process efficiency to reduce direct inquiries to HR Admin by 30%.
- Timely resolution of employee inquiries and complaints, resulting in employee satisfaction of 85-90%.
Your key responsibility will include:
- Process and administer visas, medical insurance, and official HR correspondence.
- Process and administer employment and service agreements (28 digital employees and 98 fulfillment employees).
- Maintain physical and digital employee files, including documents related to benefits and attendance records.
- Coordinate personnel processes between Employee - Hiring Manager - Accounting.
- Manage the organization’s employee database (Odoo) and prepare relevant reports.
- Serve as the primary point of contact for associates, addressing inquiries, concerns, and resolving issues.
- Development and improvement of HR policies and processes in accordance with the needs of the business, employees, and the requirements of UAE laws in collaboration with the manager.
- Assist with employee relations, conflict resolution, and investigations.
- Support Health, Safety, and Environment (HSE) initiatives by collaborating with HSE team leads.
- Build strong relationships with key stakeholders, including local and provincial HR and HSE regulatory agencies.
- Undertake special projects and tasks as assigned.
How to know if you’re a good fit:
Level and Experience
- Level — Senior, at least 5 years of experience in HR administration.
- You have a C1 level of English and Russian, with the ability to speak and write fluently; knowledge of Arabic is a plus.
- You have experience working in a team responsible for compliance with UAE labor legislation, particularly in DWC.
- Experience in the HSE field is a plus.
Hard Skills
- You are skilled at establishing processes that meet the needs of the business, employees, and legal requirements for labor law compliance.
- You possess resource planning skills (at operational/tactical levels).
- You are capable of selecting contractors—developing selection criteria, researching options, organizing tenders, and ensuring the best quality/price/timeline ratio (e.g., insurance).
- You can act as a client for the IT team. You understand their capabilities, what information to provide as input, and how to implement their tools into operations.
Soft Skills
- You are highly autonomous and can work within agreed KPIs and action plans while delivering results.
- You have excellent communication skills—you summarize key points effectively, speak in a structured manner, present well, and feel comfortable in challenging negotiations. You will need to communicate with employees, government agencies, resolve disputes, and convey the company’s wishes and position.
- You have well-developed leadership skills—you achieve results by leveraging team resources, consider the interests of all parties, willingly take on additional responsibilities, and are proactive in offering help when needed.
- You are ready to work in a strong, results-oriented team—you enjoy collaborating with colleagues to solve complex problems and are not prone to disputes for the sake of it. Working in a strong and cohesive team is a key motivator for you.
- You can work effectively with people in various roles—from terminal operators to product managers. You know how to structure workflows to ensure effective collaboration.
